Tommy Canady is charged with first-degree intentional homicide and robbery in connection with the July 29 shooting of 19-year-old Semar McClain.
Canady is charged as an adult.
He does not have an attorney listed in court records. The Journal Times reports his family members declined comment after a Thursday hearing.
The criminal complaint says Canady posted a rap song online July 31 in which he said he'd kill someone and "snatch his gold."
McClain had lived in Racine but recently moved to St. Paul, Minnesota. Preliminary autopsy results show he died from a single gunshot wound to the head.
