Christopher S. Bong was charged last week with mistreating animals, the Eau Claire Leader-Telegram reported. His preliminary hearing is set for May 27.
An after-hours call to his lawyer's office Sunday rang unanswered.
A woman whose son is friends with Bong told police that Bong seemed upset when he showed up at her house May 10 about 3 a.m. He had blood on his hands and said he'd killed a 15-year-old girl's dog, the woman told investigators.
The woman said Bong told her the girl's mother wanted the 7-year-old dog dead because it had attacked her.
Police interviewed the girls' mother, who said she'd argued with her two daughters on May 9. She said the 15-year-old girl was trying to leave the house, and when the mother tried to physically stop her the dog attacked her.
The mother said she yelled to her daughter that she was "calling the pound" on the dog but never said anything about wanting it harmed.
The girl told police she had the dog when she met Bong nearby. She said Bong offered to take the dog back to her house, but she said she never told him to kill it.
