MANITOWOC (AP) - The nonprofit Domestic Violence Center will start construction on a new Manitowoc County shelter for abuse victims since its existing shelter is usually over capacity.HTR Media reports the project is set to begin Friday. The center expects to complete the shelter in about nine months. The center says its 19-bed shelter reached its highest average capacity on record last year. The new shelter will offer more bed space since the existing library and living rooms often have to be used as bedrooms. The project will also renovate the building to create more room for meetings and services. The center had raised $1.8 million for the construction by the end of July. It says it needs to raise $100,000 more by the end of the project.
