Oshkosh police say witnesses saw the 24-year-old man kicking and throwing the dog into a car around noon Sunday.

The man was gone by the time police arrived on scene, but they were able to track him down.

The man was arrested on a probation hold and was cited $295 for animal abuse before he was brought to the Winnebago County Jail.
