APPLETON – A federal civil rights lawsuit has been filed against the city of Appleton and two police officers, alleging excessive use of force.
Steven Pillow filed the suit Monday. Pillow claims that on July 23, 2013, Officer Casey Voss “tackled the plaintiff to the ground and forcibly drove the plaintiff’s face into the concrete surface.” It also claims that Lt. Gary Lewis “kicked the plaintiff numerous times in the face, causing injury and considerable pain.”
The suit seeks unspecified damages.
A spokesman for Appleton says the city has not been served with the lawsuit and will not comment.
According to online court records, Pillow has had several contacts with police:
* Pillow pleaded no contest to bail jumping and resisting/obstructing an officer for an incident on July 16, 2013, one week before the incident described in the federal suit. He was sentenced to 15 months in state prison.
* Pillow current faces charges of child enticement and repeated sexual assault of a child. A plea hearing is scheduled for Aug. 15.
* He has had previous convictions for disorderly conduct, drug possession, battery, and theft.
